Cooling and smothering the fire is how lithium fire extinguisher gel works. The gel lowers the temperature of the fire by absorbing heat and forming a protective layer. It smothers the flames and stops the fire from spreading by blocking oxygen at the same time. It is therefore quite effective at putting out flames in lithium-based batteries.
